I just don't think Rooney is cut out to be a Manager, Hallett obviously got star struck when Rooney was interviewed, anyone else with his record as a manager would have been sacked by now and more to the point wouldn't have been hired in the first place.
But the Club is being run on a shoestring anyway- I can't see the logic in signing players just because they are affordable when they clearly aren't good enough. I think a more experienced or confident Manager would have told Dewsnip & Hallett that the standard of signings just isn't good enough.
If Hallett can't/won't put more investment into the playing side then he needs to get someone else on board. Prioritising The Brickfields project while the team is facing relegation is a bit like painting your house while it's on fire!
As others have said, I think the Club needs a tried and tested Manager to replace Rooney and restore some stability while the Club as a whole gets used to being in the Championship.
