Former army officer Johnny Mercer had every reason to be upset with Boris Johnson when he renegaded on a promise to end the continues investigations of the now elderly soldiers that served in Northern Ireland. This must have been hard on Mercer especially as 16 former IRA members have all received "royal pardons" since 2000. I imagine that Johnson had half an eye on a possible upsurge in violence if he had done so and that all troubles would be resolved when the former soldiers now in their late 70s and 80s had passed away.
