Losing out to Leicester, Dundee, Hull and Swansea says it all, you couldn't make it from a list of total shiite holes.

The only cultures likely in any of them could start a small pox epidemic.

That's a relief, to be honest. Given the Channel's now become an ocean, and given a lot of people seem to think it's a good idea to build a massive cinema in a public park, can you imagine what the Plymouth definition of 'culture' is?
