The Pavilions was definitely proper ice, the rink on Mayflower Street back in the 80s was wax.

That money is well tucked away .wont be using his own money if by some miricle it does get built
He will probably sell up completely pavilions the rest of the car park and palm the responsibility on to someone else and walk away with a Even bigger suitcase full of money if jimmy is true to form that will be the most likely scenario
